PRUDENTIAL COMMITTEE MEETING MINUTES
JULY 26, 2008

The meeting was called to order at 9:03 a.m. by Vice Chair, Stan Locke, noting that a quorum was present.  

The reading of the minutes was waived.  It was moved and seconded to accept the minutes of the Prudential Committee meeting of June 28, 2008, and the motion passed unanimously.  

The Treasurer’s Report as distributed (attached) was presented.  As of 7/24/08 the balance of all accounts is $128,636.80.   Jeanne noted the receipt of $100,000 which is the loan from TD Banknorth.  Payments to the loan are to be made yearly beginning 7/15/09. Checks for hydro-raking at resident shorelines have been received as noted on the cash report.  DOR now requires all reports in electronic format and requests that all Prudential Committee members be included in their Local Officials Directory.  Members agreed that the SGRD email address be used in this directory instead of personal email addresses.  It was moved and seconded to accept the Treasurer’s Report and the motion passed unanimously.  

Warrant 2008-12 in the amount of $537.99 and Warrant 2009-1 in the amount of $2,572.03 were reviewed, discussed and signed by the Committee.  

Road Report –
A grant was received from MSPCA (Western New England) to replace 2 culvert protective fences on Longbow Lake.  The one at Long Bow LN W was replaced on 7/17/08 by Beaver Solutions.   At that time, MSPCA also agreed to include with the grant the enhancement of the fence on the outbound end of Little Longbow Lake.  In response to a question, it was noted that no protective fence is planned for the Little Longbow Lake side of the culvert on Shuttle Cock.  

On 7/11/08, Ken, Richie and Jeanne met with Steve Mack and Jeremy Trager of Foresight Land Services and Tony Langone (contractor) to review work to be done on Long Bow LN E.  Becket Dispatch was notified of the Long Bow LN E road closing beginning 7/17/08 for 2 weeks.  Jeanne noted that Conservation reviewed the work and said that the erosion controls and a few other items were not correct and an enforcement ordered was issued.  The problems were fixed by Langone under the direction of Foresight and work is proceeding.

The Committee discussed priority for road maintenance per the Road Maintenance Estimates for Spring 2008 (copy attached) that was distributed.  Jeanne asked that these items be prioritized so that she can prepare quote requests when funds are available for this work.  She indicated that the Conservation Commission is planning to have a representative from DEP address road districts to assist them with specifications for roads that comply with wetlands regulations based on a manual prepared by the Berkshire Regional Planning Commission entitled “Unpaved Roads BMP Manual”.  This meeting has not yet been scheduled.  The problem causing water from Rte. 8 running through Eccher’s property and washing out a portion of Old Abbey was discussed.   As noted in the past, this may be a state issue.  Jeanne suggested that she may meet with our local state representative, Sen. Downing, to discuss this and other road district issues.  Stan suggested that the Senator be invited to a Prudential Committee meeting.  In response to a question, it was noted that the grader at the entrance will be moved in about a week when grading is completed.  The following items were discussed and prioritized:

Lakes Report – The final Sonar Herbicide treatment of Silver Shield and Golden Fawn Lakes was done on July 17, 2008.  Jeanne reported that Aquatic Control’s schedule has changed due to equipment problems and the date for hydro-raking will probably be postponed.  Discussion followed on how effective the weed removal would be if hydro-raking is postponed.  It was noted that the raking was not intended to address pondweed, but would address watershield, bladderwort and phragmites at shorelines.  Jeanne will follow up with Aquatic Control and let the committee know when the hydro-raking is rescheduled.  Dave Wood noted that he has been clearing weeds on the edge of Golden Fawn Lake.  The list of residents requesting hydro-raking was discussed.  In response to a question, Jeanne noted that the common area of Longbow Lake would start 20’ from shore.  Discussion followed on how much hydro-raking can be done in the 40 hours requested and the logistics including debris removal sites.  It was suggested that this will be a learning experience and that we should continue to budget for weed removal on a regular basis.  Jeanne noted that hay bales or waddles may be required by Conservation to be placed at the debris sites and this will be discussed with Aquatic Control.  This may be a cost for which we did not budget.

Other BusinessJaime noted that the picnic table at the beach needs repair and he will take care of this.  He also reported that he stopped a truck from backing into the entranceway.  Copies of the trespassing warning notices were provided to the Prudential Committee for their use.  Jeanne noted that the Town of placeCityBecket’s Dog Control By-Law has been approved by the Attorney General and is now in effect; it is available on the Town’s website.

Correspondence as listed on the agenda was reviewed and discussed.   Ken called the Electric Co.’s tree trimming contractor and made sure that all limbs were removed from the roadsides.

It was moved and seconded to adjourn the meeting.  The motion passed unanimously and the meeting was adjourned at 10:26 a.m.  The next meeting of the Prudential Committee is scheduled for August 23, 2008.
